The essential differences for 2011 are:

    1.     There will be no waivers in 2011 - a simple quota of new to school and non-domestic students will apply to selected sports. The waivers have become ineffective as the exit school principal has been in a difficult situation – while they may sense some poaching, it is too difficult to prove and the waivers have just been given as the easiest option. In all sports the quota (over 2 years) have been enlarged to allow more flexibility given the tighter criteria

    2.     The period for which a student is new to school has been reduced from 2 years to 1 year prior to the first day of the event. As well as making this much easier to administrate for schools and event organisers, it also creates greater flexibility given the tighter criteria. For this event the date is 4 March 2010.

      3.     Primary Caregiver Relocation Exemption (PCRE). An exemption from the quota is available for new to school students that can provide evidence that their primary caregiver has relocated and they could not reasonably be expected to have remained at their previous school. This allows a significant number of students that the criteria were never intending to restrict to be exempt from the quota on the basis of evidence produced. The onus for obtaining an exemption will be on the school and student and must be submitted on the form available on the NZSSSC website. Applications with evidence signed by both principals will be considered by regional exemption committees and if approved will receive an exemption to be attached to your entry form.
